docs: publish the two APIs to PyPI; retry locks the CDN has not caught up with - #34

…w release vintasend-api and vintasend-templates-management-api gain publish.yml and become embeddable packages in their own PRs. The release scripts already wait for any package with a publish workflow, so only the text calling them tag-only changes here, plus an Unreleased release-notes entry. lock_subpackages.py now clears Poetry's PyPI cache and retries a lock that fails with "doesn't match any versions", which is how all of wave 2 failed in 3.4.0 while PyPI's CDN still served the old index page.
